Islamabad, April 30,2026: A Senate Sub-Committee on Poverty Alleviation and Social Safety on Thursday expressed serious concern over administrative irregularities and non-compliance with previous directives within Pakistan Bait-ul-Mal (PBM), while ordering action on illegal promotions, fake degree cases and financial irregularities.
The meeting, chaired by Rubina Qaimkhani and attended by Dost Ali Jeesar, reviewed administrative and policy matters related to PBM.
The chair expressed dissatisfaction over the failure to implement committee directives issued on October 10, 2025, and reiterated on April 16, 2026, noting that compliance reports had still not been submitted.
During the briefing, the secretary informed the committee that PBM currently has around 5,000 employees recruited over different periods. He said the government’s right-sizing policy had led to the abolition or dormancy of nearly 60 percent of seats following board approval, which delayed promotions.
The committee was informed that promotions would now be processed, although additional time would be required. Officials also highlighted the need to separate administrative, IT and medical cadres to improve efficiency and career progression.
Senator Dost Ali Jeesar raised concerns over excess staffing, saying it was placing an unnecessary financial burden on the institution.
The committee scrutinised 191 allegedly illegal promotion cases and reaffirmed that they stood void ab initio. Cases involving Kashif Nadeem and Bilal Anwar were also declared void, with directions issued for recovery of unlawful benefits.
Regarding Zafar Khan Safdar, the committee directed authorities to annul his reinstatement, recover salaries paid, and refer the matter to the Federal Investigation Agency (FIA) and National Accountability Bureau (NAB).
The panel further observed that 41 officers had been denied promotions for 12 to 22 years despite 52 vacant posts, terming it a violation of a Supreme Court ruling. It directed immediate issuance of promotion notifications along with payment of full arrears, while ordering a halt to all new hiring until a transparent promotion process is completed.
On procurement matters, the managing director informed the committee that an inquiry into sewing machines worth PKR 60 million had been completed. Explanation notices had been issued to 40 individuals, with final action expected within 15 days.
The committee also noted pending financial irregularities amounting to PKR 335 million and expressed concern that a recovery plan under the Public Money Act, 2001 had yet to be submitted.
Discussing a fake degree case involving Rizwan Ahmed, reportedly confirmed by the Higher Education Commission (HEC), the committee directed authorities to nullify his appointment, refer the case to FIA and form a fresh inquiry committee.
The panel also discussed the introduction of an e-filing system to prevent disappearance of official files and sought a separate briefing on Women Empowerment Centres.
Concluding the meeting, Senator Rubina Qaimkhani warned that failure to implement committee directives would result in direct references to NAB, FIA, the Auditor General, the Prime Minister and the Chairman Senate, adding that no further extensions would be granted.
