Philippine defense, police attachés hold security briefing on regional threats in Islamabad

Islamabad, May 17, 2026: The Office of the Philippine Defense and Armed Forces Attaché and the Office of the Philippine Police Attaché, in collaboration with the Pakistan Institute for Conflict and Security Studies (PICSS), organized a security briefing in Islamabad focusing on evolving security challenges in South and Southeast Asia and their implications for diplomatic missions and foreign nationals.

The briefing, titled “Evolving Security Dynamics in South and Southeast Asia: Implications for Diplomatic Missions and Foreign Nationals,” was held at a local hotel and brought together diplomats, defense officials and security experts.

According to organizers, the session examined the convergence of contemporary security threats, including terrorism, insurgency and hybrid warfare, and assessed their impact on diplomatic missions operating in complex security environments.

The discussions also highlighted spillover risks associated with instability along the Afghanistan–Pakistan corridor and stressed the importance of structured information-sharing mechanisms and stronger regional cooperation frameworks to improve collective preparedness and resilience.

The event was attended by Dr. Emmanuel R. Fernandez and his spouse, Mme. Alice Kalaw-Fernandez, along with ambassadors from Indonesia, Malaysia, Brunei and Myanmar.

Defense and police attachés from various embassies and high commissions in Islamabad also participated in the briefing, reflecting broad diplomatic engagement on shared regional security concerns.

The briefing featured presentations by Dr. Gul Dad and Abdullah Khan, who provided detailed analyses of emerging regional security dynamics, threat convergence, risk mitigation strategies and cooperative security mechanisms.

Participants noted that the presentations offered balanced and policy-relevant insights particularly useful for diplomatic missions.

Speaking on the occasion, Ambassador Fernandez appreciated the organizers and speakers for arranging what he termed a timely and highly relevant briefing.

He emphasized that understanding evolving security dynamics was essential for diplomats and foreign missions operating in rapidly changing and challenging environments.

The ambassador said accurate information and professional analysis were critical for informed decision-making and for ensuring the safety and security of diplomatic personnel and communities abroad.

He further stressed that structured engagements of this nature help strengthen preparedness and promote a shared understanding of regional security realities.

The event concluded with an interactive networking session and informal exchanges among participants, reaffirming the importance of continued collaboration between diplomatic missions and security institutions in addressing emerging regional challenges.
