NJPMC seeks mechanism to address non-production of detainees within 24 hours

Islamabad, December 13,2025: The National Judicial (Policy Making) Committee (NJPMC) on Saturday directed the Attorney General of Pakistan (AGP) to present a mechanism for redressing complaints regarding the non-production of detainees before a magistrate within the constitutionally mandated 24 hours.

The decision was taken during the 56th meeting of the committee, chaired by Chief Justice of Pakistan (CJP) Yahya Afridi, according to a statement issued by the Supreme Court.

During the meeting, the NJPMC appreciated the government for what it described as “effective steps” taken to address the issue of enforced disappearances. It recalled that during its 53rd meeting in July, the committee had constituted a dedicated body to formulate an institutional response to enforced disappearances, with the panel tasked to consider executive concerns communicated through the AGP.

The meeting also reviewed the implementation status of decisions taken in the previous session and discussed other key policy matters.

The committee examined the recommendations of a sub-committee formed to address protracted litigation and injunctive orders in commercial, revenue and fiscal cases. The report, which highlighted key reform measures, was shared with all high courts and received unanimous endorsement.

The NJPMC directed the Law and Justice Commission of Pakistan (LJCP) to share the recommendations with the Federal Board of Revenue (FBR) for implementation.

The committee lauded the disposal of 558,474 cases out of 1,253,425 cases of specified categories within the notified timeframe during the preceding quarter.

Special appreciation was expressed for the Lahore High Court for deciding a record 465,455 cases in the notified categories. The Peshawar High Court was also commended for initiatives aimed at prioritising inheritance cases and implementing a double docket regime.

The NJPMC further directed all high courts to dispose of the oldest succession cases up to the year 2019 within 30 days and to keep the LJCP informed of compliance.
